"Here's the procedure:

1.) You must have your intelligence and strength at 100 for this to work. Potions and spells can help, but CE items aren't going to help you for reasons you'll see below.

2.) MADMAX's disposition toward you must be at 100. I recomend using the money you would have spent on other ship mods to bribe him, but admiring works too if you have a good enough speechcraft. He won't talk to you the first time you try, but he will speak with you after that so you can raise his disposition.

3.) Talk to him about Ship Travel. He will ask you why he should give you the ship. Tell him you are smart and strong. He'll ask you to guess which hand he's holding a coin in. The answer is neither (you only get this option if you have 100 Intelligence). Agree to the next challenge (Dancing naked for him).

4.) If you have a 100 strength, strip, talk to him repeatedly about ship travel and he will eventually tell you where to find the ship."
