How do I fix this?

To get around this, you need to download and run a levelled list merger program. The three programs that do this are Horatio's Levelled List Merger (LLM), TESTool, and Wrye Mash.

LLM is outdated and has two major bugs. You probably shouldn't use it. Even Horatio doesn't use it. The two major bugs are "Stacks of 10" and "Stacks of 0." LLM does nothing but merge levelled lists.

TESTool works well, but you need to also download and run the Levelled List Resequencer after creating a merged levelled list with TESTool. TESTool also has other uses such as cleaning mods, altering load order, merging objects, etc.

Wrye Mash merges lists in one step. Wrye Mash is also a very useful mod utility with a ton of features.
